"Trees are much more than welcome additions to the urban landscape. More to the point, they are vital to better air quality, the cooling of the city, prevention of soil erosion, reduction of CO2 in the atmosphere, and making great neighborhoods. By January 1, 2010, our community must develop an urban forestry program and hire a full-time urban forester to audit the current system and to develop a Tree Master Plan. A goal of the urban forestry program should be to develop a community-wide initiative led by the City of Memphis and Shelby County Governments to plant 5,000 street trees per year. "
